Understanding EU Competences

The lecture stipulates that the powers of the Union and the Member States do not exist on some fictitious borderline or can be clear-cut separated, but most commonly exist in a state of mutual overlap that ought to be balanced. This dynamic will be explained by reference to the Court of Justice's increasingly cited formula insisting that even when Member States "exercise" their own retained competence, they must "nonetheless comply" with Union law.
